Question about the CITES

Hi, all.
I meet a problem now:
I want to buy a second hand ukulele with rosewood fretboard. (built in 2011) from a private seller.
He is in USA and I am in EU.
What he and I need to do in order to ship from US to EU successfully?

To do it legally, the seller has to get a "masterfile" from US Dept of Fish and Wildlife along with certificates verifying that the rosewood is pre-CITES. Then it has to be inspected and stamped by USDA-APHIS before being exported. It is all a royal PITA, and there is no good way to do it for single instruments. I am not sure if the seller needs an export license for a single instrument, but technically that may be required as well. Having said all that, it depends a lot on the country to which it is going, the UK is now very strict about it, some of the other EU countries not so much.
