The photo makes it look worse. The action does get higher once you go past the first three frets as typical with these very early ukuleles.

Not intended as criticism but:
1- Thank you for the nut with pic. I’m no expert but that’s the narrowest measurement I’ve seen for nut width. Unless I’m mistaken, the metric equivalent is 32mm.
2- Neck joint does seem to need to be reset to correct the high action. I suggest posting a new pic with a metal straight edge laid across the sound board along the bass side of the neck & ending at the nut. My wild guess is that its bottom edge will fall at least 2mm lower than the base of the fingerboard, confirming incorrect neck joint angle (pitch).
