Picking or strumming pattern for a 3/2 song

I was trying to figure out a simple picking pattern for playing the Ewan Maccoll song Freeborn Man/Travelling people. It is in 3/2 time, so it has six counts in a measure. Frankly, even a good strumming pattern has vexed me on this one. Any thoughts?

Would two sets of three help? Like 1 2&3& 1 2&3&, or 1 2&3 1 2&3 ....
