How do you tighten this banjo uke head?

I just got this old banjo uke today. It was a pretty simple project, it just need tuners and strings. The head could use a little tightening but I haven't the slightest idea how or if it can be done. I've never seen a banjo uke with this type of set up.

The old way of tightening non-adjustable heads on banjos, bongos, etc was to moisten the skin slightly and position an incandescent light bulb underneath -- the bulb's heat would shrink the skin. That was before synthetic heads. If this axe's head is skin, try that. If it's plastic, I dunno.
 
I did the moisten thing on my natural skin drums, but I used a hair dryer.
