Found this in an old engineering book from the 1930's
could be converted for rosette and hole cutting.

I know that as a 'tank cutter' , which is what I use for rosettes. I replaced the cross piece and made another from ebony. I don't use it in a drill press, just turn it by hand.

They work great in a drill press (slow speed).
I bought one of these http://www.amazon.com/General-Tools-55-Cutter-Adjustable/dp/B00004T7P1 20+ years ago from a local wood shop.

This one is ok at fast speeds...and it cuts the hole out at the same time.....Kevin has a super dooper model like this that's adjustable.
