I know that as a 'tank cutter' , which is what I use for rosettes. I replaced the cross piece and made another from ebony. I don't use it in a drill press, just turn it by hand.

They work great in a drill press (slow speed).

This one is ok at fast speeds...and it cuts the hole out at the same time.....Kevin has a super dooper model like this that's adjustable.
