Neck angle

I saw this old Martin on eBay. With such a high action up the neck, can one pretty much assume this one would a neck reset, if you wanted to play up the neck?

Doesn't look that high to me. Since this is a soprano, photos can be deceiving. If the action needs to come down, you can lower the bridge saddle a bit. The neck set looks good.
