Why, that's a sped-up version of Roger Miller's "Whistle Stop", from Disney's "Robin Hood".

I know it as Chet Atkins's Yakety Axe but there is a version called Yakety Sax too. I don't know which is original to the other.

However neither of them are the music in this video.
