Advice about feedback

Hello, I won an auction for a soprano ukulele in ebay as the only bidder.
It is a solid spruce top with laminate sides and back. I got it for £27
When I got it it showed that there was a scratch in the top and the three remaining machine peg heads were coming loose and also cracking up.
It was very well packed with bubble plastcics and all necessary damping.
When I turned to the seller she said that the mark in the top certainly wasn´t there when she packed it and it didn´t show in her low resolution photos either.
But it is completely impossible that this mark in the top could have appeared during the shipping. So I made a claim for a return and the seller gave me an offer for a price reduction that I accepted. Now, please what feedback is fair?
The seller, when I asked, naturally doesn´t want any feedback.
The missing peg head was shown in a photo and also pointed out.

Give feedback if you want to. You don’t have a relationship with the seller and the Internet police won’t track you down as long as you state what happened, rather than how you feel about what happened.
