It's a Regal, made in Chicago. The graphic is called "Nautical" and they produced them from the late 1930's to early 1950's. Based on the headstock and flush fretboard I think it's an earlier one.
Looking closer at the picture... it looks like the remaining strings are original gut, and it has wood pegs. It kind of looks like it has wooden frets, does it? If so it's a World War Two "rationed materials" version.
