It looks like I violated a "Clean Talk" rule by trying to post a message from eBay, so I'll summarize.
"De minimis" refers to the minimum value of an item that can be imported without paying duties and taxes. The de minimis level for imports was raised from $200 to $800 in 2015. The administration wants to put it back to $200, bypassing discussion in Congress. So, if you're buying a uke or accessories from outside the USA, it would be delayed and charged before you get it.
