At that low a price, it could be a dicey proposition, if you're looking for something nice, but as a starter uke it might not be that bad.

The Kala Jazz ukes (http://cgi.ebay.com/ARCHTOP-TENOR-Jazz-SUNBURST-F-hole-UKULELE-by-KALA_W0QQitemZ330371751705QQcmdZViewItemQQptZLH_De faultDomain_0?hash=item4cebb0df19)are another option.

A $20 dollar uke is gonna sound like a $20 uke.

I wouldn't go for that Uke because of a few reasons. It seems not to have fretmarkers, just to name one.

Unless your really set on the F holes, I would say go for a Makala dolphin. I've only played around a little on one, but many people like them as starter ukes. They are around $35.
