Slash Chord Help

I'm using a Low G C Tuning and a song calls for a C/E and a G/B chord. I think this means to add a low tone to the chord so I'm guessing that a G/B would be something like 4-2-3-2 (a regular G with a finger on the 4th string 4th fret. Is this correct? If not, How should one do it. And how do you do a C/E ?

4232 on a low G uke is a G/B chord. You're correct. A C/E is X433.
