Song Help Request I was never able to determine those two chords

Hay!

I've never been able to find the REAL chords for the song:
"Me First And The Gimme Gimmes - I Believe I Can Fly".

I found plenty on the internet, including this one:

But never the ones that actually sounded like the real deal. So now I'm asking you guys directly if you can se the two first chords in these videos (it's the same two chords all along after that):

The first chord looks like a Bb but it doesnt sound right. Is it because of a different tuning he's using?

The chords are (i'm pretty sure) C and Fm. If the uke is tuned to D tuning (everything 2 semitones up) A D F# B, then C looks like Bb.

Sounds to me like he's playing barre C and then Dm7(b5) (or Dm7 half-diminished, or Fm/D... it's all the same chord).

With a C-tuned uke, that'd be 5433 and 1213.

When you play the strum pattern ("one-two-three-and-four-and...") lift off with your fingers to quickly mute the chord on the first two beats. That, incidentally, is a big clue that he's playing 5433 instead of 0003 for the C chord.

Also note that the strumming rhythm is swung, rather than straight eights.

I doublechecked this one and watched the guy on the video. He has the ukulele tuned to D tuning (A D F# B). He is playing 3211 and 3011. You can see him lifting his middle finger on one of the videos. The 3211 is C major and the 3011 is one of those 'chord with no name'. Guitarpro (my guru for strange chords) tells me that it is Csus2.
