Jake's take on the "quartet"

I recall in an interview with Jake Shimabukuro he said something along the lines of "I like to treat each string as a part of my quartet". How does he mean this? I ask because I'm getting into more classical stuff, tired of just strumming chords but it seems like he's playing chords and rolling his melodies off them, so how is he treating each string differently if he's just playing chords? I'd like to learn how to use the C string as a bass string and the rest for playing chords and melodies. Is that practical at all? Sorry if my questions seem random at this point hahah, but this is just out of curiosity seeing guitar players like T-Cophony and John Butler and seeing their style integrated into this marvelous instrument.
