neck and peghead binding

I want to try binding a uke neck and the peghead maybe some abalone around the peghead.
Binding the neck when do you attach the binding....after cutting the fretslots or what?
What tools will I need?

We often cut the slots, install the abalone, recut the slots just through the abalone ( + any other purfling ), and then bind, fretting after the 'board is on the neck.

We bind pegheads before gluing on the fingerboard.

There are other ways that work just fine, too.

I do them the same as Rick except that I fret off of then neck, then glue on the board.
