I remember on a lot of older ukes, GHS black nylons were thin and made the uke sound a bit dead.

But lately, I'm finding that GHS strings on some recently released ukes actually sound quite good.

I have them on my new Tanglewood soprano, and actually, it's not a dead string at all. It's mellow and quite crisp.

Has GHS always been like that? Or have they actually changed for the better?

Perhaps they're not all that bad as stock strings.
I feel that they're sometimes better than Aquila stock strings, which sometimes sound quite dead when they come as stock strings (due to having been stretched a long time).

There's only one thing I don't like about GHS strings though.
They don't handle string bending all that well.

I have always liked them on certain ukes...depends on the uke

I like GHS strings, too. Mellow.

I have liked them on my Kamakas. Very warm and mellow sounding.
