Ukelele Tuning A string

Hello,
I've just bought my first Ukelele. I've tuned the G,C and E string to G4,C4 and E4 using AP Tuner however when I play the A string I get A3 on AP Tuner. Does this mean that the A string is an octave lower than it should be?
The A string seems loose and I get a buzz/rattling from that string when I play the C7 chord.
Any help is appreciated

the "A" is the same as the "E" at the fifth fret.
If you are in high "G" the "A" is one step (2nd fret) above.
"C" is middle "C" on the piano.
 
Hold the E string down at the fifth fret. That's what the A string should sound like.
