Probably some sort of Eastern instrument. Some of them use some pretty bizarre microtonal scales and it looks like that might be the case with this thing - just looking at the fret layout gives me a headache...
 
I believe it is related to a tamboritza. Though the fret board doesn't look like any tamboritzas I've seen. GLAZBALA is Croatian for "musical instrument." Zagreb is the city in Croatia where it was probably made. I tried to find a tamboritza when I was in Zagreb earlier this year, but my time was very limited and couldn't locate a shop that carried them before I left.

Edit: I forgot, some tamboritza's do have moveable frets for playing in different modes. That's probably what we are seeing in that image.
