So I'm on the www.ukulizer.com and I have a question about it. At the top of a song, I have a choice for Ukulele Tuning: C, D or G. If my uke is tuned GCEA, is that C tuning?

Yes, that's C tuning. :D

What are the transpose options? -6 all the way through +6.

That's how you change the song's key. If it is the Key of E but you want it in the Key of C you transpose it down 4 semitones.

oh goodness. Guess I need to learn more about music before I toy with that.

Not really. If the song you like has a bunch of chords you don't know just click up or down until you see the chords you know.

Chordie.com has this feature on some of it's songs. It also will let you change the chord diagram to uke in the "tuning" pull-down menu.

go experiment and have fun

Guess I need to learn more about musicA little bit will help in any case, it's never bad to have some background knowledge.
There's plenty of introductory stuff out there on the web, and if you prefer print you might like "The Daily Ukulele (http://amzn.to/VD2c06)" (introductory pages, most probably the same in the Leap Year Edition (http://amzn.to/RIt7mG)) or "Ukulele for Dummies (http://amzn.to/T2gzXq)"
