Hoping to keep this simple, I don't want to mislead some folks I want to explain some walkdown/slides too.

Many times is songs you hear a walkdown from for example a "C" chord to an "A" or "A7" Since "C" to "A" is 3 half steps, is this a minor third?

Yes. The interval from C to A is a minor third.
 
Order does matter here. The interval between C and A is a major sixth. The interval between A and C is a minor third.

Either way, the notes are separated by three half steps---that description should make sense to a person unfamiliar with music theory vocabulary.
 
Not too sure what you're asking, but harmonically speaking, if you are in the key of C, the chord A or A7 would be outside of the key. It could be analyzed as a V/ii (Five of two), or a secondary dominant.
Key of C:
C \ A7 \ Dmin \ G7 \ C \

The A7 is the V7 chord in the key of D minor.

Check out (Google) secondary dominants, they are used often in music, as they add color (chromaticism) to the progressions.
