Ukulele Blue Book?

These days I think it is called "eBay."

I do know there is a book on Vintage instruments I have seen some guitar dealers use, but it was way out of date (like $500 for a vintage Martin Tenor uke).

Check out "The Official Vintage Guitar Magazine Price Guide" It's published annually by the folks that put out the magazine of the same name and they've been doing it for over 20 years. An excellent reference for guitars, banjos, mandolins, ukes, and amps.
I've been using it for the last 9 years and it's very interesting to follow some of the trends in pricing with vintage instruments...for example, a Roy Smeck Vita Uke that was "valued" at close to a grand a few years ago is now 500 in the latest edition.
By no means a bible but a great reference tool for buyers and collectors.
