how can I strum like this?

This is a combination of split-stroke and triplet strumming that some people might call "English" or "Formby" style. There are a couple of Formby guys with good videos on youtube:

also, these guys:

or, check out Ralph Shaw's essential strums video. The trick is not knowing how to do one or the other, but how to move back and forth between the two to move the syncopation around. Hope that helps!

well I can see but I can't tell exactly what part is strumming, I think it's the thumb nail while going up but I'm not sure about that, or when you strum down. and every time I try I keep hitting the body of the ukulele while strumming.

i think u need a bit of practise? how long u played the ukulele for?

well i need to know how and what to practice.... I am simply asking about what part of the hand strums on down and up strokes

You can use your any combination of fingers, whatever works. Its a banjo style of play thats more complicated to explain than to actually play, this dude explained well:

Other banjo uke styles include the following:
~clawhammer, or "bum-ditty" step by step and has video/mp3 examples:

~Then there's this dude (his method is a little different):

There are more than a million different ways to play any song and I believe that George Harrison mixed things up a LOT.

can somebody PLEASE explain it, nothing is helping. All I want to know is what part of his hand is hitting on the down stroke, and I also don't understand how I hear so much strumming after the first line:
"ain't she sweet"
but he is barely moving is hand.

EDIT: I really want to use this song to perform, and I love the way Harrison plays it on the uke, so I'm trying to figure out some things like the strumming and the doodling with hammer ons and pull offs, I already have the main chords. any help is appreciated :)
