Just curious though on the song "My Melancholy Baby" the tuning is B-flat, E-flat, G, C - What is the proper name for that tuning?

I would call it Eb tuning. Name the tuning from the pitch of the "C" string. So ADF#B is D tuning, GCEA is C-tuning. I have a tenor tuned EAC#F# - A-tuning and so on.

Edit to add if you use an open tuning, name it to the chord of the open strings so GCEG is "open C", GBDG is "open G" etc.
