Tuner washers...on top?

I recently got a vintage 40s/50s Bruko soprano. I noticed that the stock friction tuners had thin paper washers ON TOP of the headstock, under the tuner post washers there (see headstock pic below) There were no washers under the buttons on the back. Some of those washers on the front of the headstock actually spin when I tune. The tuners work OK, nothing special, just plain frictions, with all their normal issues. Have you ever seen washers on top of the headstock? Are they supposed to be there?
Maybe it was a post-war Monday, and the worker just messed up? I wonder if I should move them to the back?

BTW, anyone have a resource for washers to add to the back, what is recommended, paper or teflon? If the tuners just stink, I'll consider black UPTs, since the uke is that good.
