Geared tuner screws

On open geared tuners, Grover 9b style, I know about slightly lubricating the wheel and worm, but is the screw supposed to be adjusted too? I ran across a set of 9b style tuners that are very hard to turn. I've adjusted plenty of screws on friction tuners, but are open gear tuners screws meant to be adjusted also, to allow easier/smoother operation? I know, just try it, but figured I'd consult the brain trust here first.

John, when I'm working with geared tuners, I typically check to make sure those screws are just tight enough not to freely continue their clockwise movement, and from that point I give them just a little extra clockwise turn to snug them up; but I don't tighten them too aggressively.
