Poly, which requires moisture to cure is a curious choice for vacuum bagging in a desert when sealed bags don't let moisture in and vacuum sucks moisture out and in the dessert there is not much moisture to start with.
I have had to spray water in the air to get poly glues to set.
I would normally expect epoxy, which cures internally (ignoring a vacuum) or a pva/water based glue that relies on loss of water that a vacuum removes and hence accellerates.
