Some families of instruments don't always fall neatly on octave boundaries - think saxophones, for example. Other families (particularly diatonic or mostly diatonic) make sense to have every key - harmonica, whistle, NAF, etc.I'm never quite understood why we have transposing instruments anyway.
It's way easier to think of these families as "the same thing" instead of having to learn several ways to read music.
