Some families of instruments don't always fall neatly on octave boundaries - think saxophones, for example. Other families (particularly diatonic or mostly diatonic) make sense to have every key - harmonica, whistle, NAF, etc.
It's way easier to think of these families as "the same thing" instead of having to learn several ways to read music.
