Is it necessary for Backs and sides to be Quartersawn

No. But wood expands and contracts due to humidity changes and moves about half as much when quarter sawed then flat. So the quartered should crack less. But then there is riff sawed with the grain at a 45 degree angle, it is less likely to split. Quartered is easier to bend without any cupping.
There are some woods that are nearly impossible to find quartersawn (anymore) but that doesn't stop folks from buying and building with them.
Also the small size of a ukulele means that seasonal movement is not going to be as much an issue as with a larger instrument.

At the lumber yard I buy whatever 1/4 sawn wood I can luck into. I also buy whatever else appeals to me. I've never had a problem with non-quartered wood
