You can buy a primer for plastic, then you can use any paint on top of that.

It's been a while, but I seem to remember that PVC pipe has an extrusion lubricant on it. They recommended that you wash the pipe in soap and water to allow any paint, including primer, to adhere properly. But that was 30-some years ago. Things may have changed since then.
