Vintage Martin Concert Grover tuners question

I've taken apart the black grover tuners on my Vintage Martin Concert.
There are paper? washers where the tuners touch the headstock
on each side . Are these paper ? I thought about putting some wax
on the paper? washers but I'm not sure , I've never seen these
before. Thanks for any help.

Is it possible that the paper was added later and is not original?

They look like they were made for the tuners . Exact size . Just checked again and maybe they are a fiber washer ? Not paper like I thought , now I'm thinking they are
some sort of fiber ? washer ? They are a little thicker than paper .
