Is it me or is this truss rod funky? I've tried both cw and ccw and can't get anywhere. It's at 4mm now, would like to get it down to 2.5mm, just can't get there.

You only make very small adjustments with truss rods to adjust just the bow in the fretted neck. You don't use the truss rod to adjust the overall string height over the fretboard. You still need to shave down the saddle and nut heights to achieve that.
Also you NEVER want to adjust the neck bow lower than just being dead flat. Never.
Forget the overall action height for a moment. Just look at the neck alone, and what does the bow or lack there of look like in the neck at the moment?
4mm...are you talking action at the 12th? Or another measurement? I'd be working the saddle down as well.

I forgot about it leveling the fretboard!
So, I level the fretboard and I find two frets that are too high. That's one of my problems for sure.
One more question: how to I fix frets that are too high? It appears to be an oak fretboard.
