Is this right strum/pick?

so i was wondering am i suppose to pick or strum or how to play the uke when the tab looks like this.

this is from aerith's theme final fantasy 7 in the list of tabs/chords thread.
anyways i was wondering like if you look at the first chord it says 2 and 2 on E and C. does that mean i just pluck those 2 and leave A and G unplucked and unstrummed? thanks! no background in music theory or anything. basically first instrument that ive ever learned

Yes, you would leave the G and A strings unplucked.

What do those "L"s mean? I've never seen them in a tab before.
