Tenor DGBE strings - Are they lower or higher than GCEA strings?

If you buy DGBE (or dGBE, if you will, since the "d" is re-entrant) tenor ukulele strings (aka Lyle Ritz tuning), are they five steps higher than standard tenor GCEA strings, or are they four steps lower?
 
Lower.....
 
One can have dGBE or DGBE or dGBe. each way of stringing produces a different voice. This is the stringing pitch of a guitar. the GCEA is what guitar player get when they place a capo on the fifth fret.
