what is the best or correct string gap at 12th fret

There is no "correct" gap. It can be affected by several factors, including personal preference. Are we talking about a true ukulele (soprano) or one of its larger siblings?

You might go to the HMS website. They have a video that shows how they do their setups, including the preferred string height at the 12th fret. I THINK it is between 2 and 3mm. But watch the video to be sure.
